This is the best thing that ever happened to your neck!  It is made from 100% ALPACA wool, the best wool wool in the world. 
Super warm, soft, and comfortable.  Wrap it around around your neck and secure it with the Velcro tabs. 
The size is perfect- just big enough to keep out all the wind and just small enough to not interfere with your helmet strap or jacket collar. 
I had the first one made in La Paz, Bolivia just before riding across the frigid Altiplano at 13,000+ feet into Peru. 
Man, was I glad I had it!  You will be, too.
